Federal Coronavirus Aid, Relief, and Economic Security Act 2020

Indiana University-Purdue University Indianapolis (IUPUI) signed and returned the Certification and Agreement to receive funds under Section 18004(a)(1) of the Federal Coronavirus Aid, Relief and Economic Security (CARES) Act to the Department of Education. By doing so, the university assures no less than 50 percent of the funds will be used to provide Emergency Financial Aid Grants to students. IUPUI received $10,459,673 to provide Emergency Grants to students.

As of Wednesday, July 22, 2020, the total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act at IUPUI is $10,459,673. All CARES Act funds have been distributed to students.

The total number of students who are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, who could be eligible to receive Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act, is approximately 17,500. As of Wednesday, July 22, 2020, 7,802 students have been awarded funds.

IUPUI awarded CARES Act Grants automatically to eligible students who met the criteria listed below. Students who did not meet the eligibility criteria for the automatically-awarded CARES Act Grant could complete an application to be reviewed and considered for CARES Act Emergency Relief Grants. Eligibility criteria for the application-based CARES Act Emergency Relief Grant are listed below. Award amounts for both grants ranged from $700 - $1,500. Information about the Emergency Financial Aid Grants, including details about the application process, was distributed via email, through campus websites, in communications from campus leadership, and through the our Manage your Aid page. Additional guidance provided to students can be found on those websites and below.

Emergency Financial Aid grants eligibility requirements

Student eligibility criteria for CARES Act Grants and CARES Act Emergency Relief Grants are as follows:

CARES Act grant eligibility criteria (undergraduate students)

To be eligible to receive a CARES Act Grant, undergraduate students must have met the following criteria:

  • Must meet Title IV federal student aid guidelines, as demonstrated by completing a 2019-2020 Free Application for Federal Student AID (FAFSA), and demonstrate a high level of unmet need.
  • Need to have been enrolled at least half-time in a degree-seeking program for the spring 2020 semester as of April 15, 2020.
  • Not enrolled in an exclusively online distance education program or exclusively in online distance education classes prior to March 23, 2020.
  • Must have completed 135 or fewer credit hours and not be scheduled to graduate in May 2020.
  • Federal verification and other Title IV eligibility issues must be resolved.

Per federal guidelines, international, DACA students, and students enrolled in fully online programs are not eligible for CARES Act funding.

CARES Act grant eligibility criteria (graduate and professional students)

To be eligible to receive a CARES Act Grant, graduate and professional students must have met the following criteria:

  • Must meet Title IV federal student aid guidelines, as demonstrated by completing a 2019-2020 Free Application for Federal Student AID (FAFSA).
  • Need to have been enrolled full-time in a degree-seeking program for the spring 2020 semester as of April 15, 2020.
  • Not enrolled in an exclusively online distance education program or exclusively in online distance education classes prior to March 23, 2020.
  • Have completed 120 or fewer credit hours and not be scheduled to graduate in May 2020.
  • Federal verification and other Title IV eligibility issues must be resolved.
  • Demonstrate high level of unmet financial need, have utilized available Federal Student Loans, and, for medical and dental students, have utilized the Disadvantaged Student Loan Program.

Per federal guidelines, international, DACA students, and students enrolled in fully online programs are not eligible for CARES Act funding.

CARES Act Emergency Relief Grant eligibility criteria

To be eligible to receive a CARES Act Emergency Relief Grant, students must meet the following criteria:

  • Has completed an application and indicated managing expenses related to COVID-19, including expenses such as food, housing, course materials, technology, health care, and child care.
  • Must meet Title IV federal student aid guidelines, as demonstrated by completing a 2019-2020 Free Application for Federal Student AID (FAFSA).
  • Need to have been enrolled at least half-time in a degree-seeking program for the spring 2020 semester as of March 23, 2020.
  • Not enrolled in an exclusively online distance education program or exclusively in online distance education classes prior to March 23, 2020.
  • Federal verification and other Title IV eligibility issues must be resolved.
  • Have not already received a CARES Act Grant.

Per federal guidelines, international, DACA students, and students enrolled in fully online programs are not eligible for CARES Act funding.

Other IU Indianapolis emergency funding grants

Students can complete an application to be considered for emergency assistance. Students who were not eligible for CARES Act funding will automatically be considered for other institutional emergency grant aid.

CRRSAA and ARP (a)(1) program post-funding 2022

Indiana University-Purdue University Indianapolis (IUPUI) signed and returned to the Department the Certification and Agreement and will use the applicable amount of funds designated under the CRRSAA and ARP (a)(1) program to provide Emergency Financial Aid Grants to Students.

The total amount of funds authorized from the Department pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students under the CRRSAA (a)(1) and ARP (a)(1) programs is $40,588,593.

$15,219,949 in Emergency Financial Aid Grants were distributed to students under the CRRSAA (a)(1) and ARP (a)(1) programs between January 1, 2022 and March 31, 2022.

The estimated total number of students at the institution that are eligible to receive Emergency Financial Aid Grants to Students under the CRRSAA (a)(1) and ARP (a)(1) programs is 37,510.

Between January 1, 2022 and March 31, 2022, 10,941 students received funds. As of March 31, 2022, a total of 16,058 students have received an Emergency Financial Aid Grant to students under the CRRSAA (a)(1) program and/or ARP (a)(1) program.

The methods used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under the CRRSAA (a)(1) program: To receive a grant, undergraduate students must have filed the 2021-2022 FAFSA, have an EFC of 10,000 or less, be enrolled at least half time as a degree-seeking student for the fall 2021 semester.

To receive an award, graduate and professional students must have filed the 2021-2022 FAFSA, have an EFC of 5,846 or less, be enrolled full time as a degree-seeking student for the fall 2021 semester.

For any other students there was an online application process, and students must have filed a 2021-2022 FAFSA.

Instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants include: Grant recipients were notified by university email of CRRSSA awards and the awards appeared on bursar accounts as the Federal Emergency Relief Grant.

CRRSAA and ARP (a)(1) program post-funding spring 2021

Indiana University Purdue University signed and returned to the Department the Certification and Agreement and will use the applicable amount of funds designated under the CRRSAA and ARP (a)(1) program to provide Emergency Financial Aid Grants to Students.

The total amount of funds authorized March 29, 2021, from the Department pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students under the CRRSAA (a)(1) program is $10,459,673.

$10,381,700 in Emergency Financial Aid Grants were distributed to students under the CRRSAA (a)(1) program between April 1, 2021 and June 30, 2021.

The estimated total number of students at the institution that are eligible to receive Emergency Financial Aid Grants to Students under the CRRSAA (a)(1) program is 25,164.

As of June 30, 2021, 9,080 students have received an Emergency Financial Aid Grant to students under the CRRSAA (a)(1) program.

The methods used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under the CRRSAA (a)(1) program:

To receive a grant, undergraduate students must have filed the 2020-2021 FAFSA, have an EFC of 10,000 or less, be enrolled at least half time as a degree-seeking student for the spring 2021 semester, and have verified their status as a U.S. citizen or eligible non-citizen, if needed.

To receive an award, graduate and professional students must have filed the 2020-2021 FAFSA, have an EFC of 5,711 or less, be enrolled at least half time as a degree-seeking student for the spring 2021 semester, have unmet need of at least $6,500 as calculated by student cost of attendance minus total aid offered (note: Federal Graduate PLUS Loans are not included as offered aid), and have verified their status as a U.S. citizen or eligible non-citizen, if needed.

For any other students there was an online application process, and students must have filed a 2020-2021 FAFSA.

CRRSAA and ARP (a)(1) program post-funding fall 2021

Indiana University Purdue University Indianapolis (IUPUI) signed and returned to the Department the Certification and Agreement and will use the applicable amount of funds designated under the CRRSAA and ARP (a)(1) program to provide Emergency Financial Aid Grants to Students.

The total amount of funds authorized from the Department pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students under the CRRSAA (a)(1) and ARP (a)(1) programs is $40,588,593.

$13,720,500 in Emergency Financial Aid Grants were distributed to students under the CRRSAA (a)(1) program between July 1, 2021 and September 30, 2021.

The estimated total number of students at the institution that are eligible to receive Emergency Financial Aid Grants to Students under the CRRSAA (a)(1) and ARP (a)(1) programs is 35,957.

Between July 1, 2021 and September 30, 2021, 11459 students received funds. As of September 30, 2021, a total of 15088 students have received an Emergency Financial Aid Grant to students under the CRRSAA (a)(1) program and/or ARP (a)(1) program.

The methods used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under the CRRSAA (a)(1) program: To receive a grant, undergraduate students must have filed the 2021-2022 FAFSA, have an EFC of 10,000 or less, be enrolled at least half time as a degree-seeking student for the fall 2021 semester.

To receive an award, graduate and professional students must have filed the 2021-2022 FAFSA, have an EFC of 5,846 or less, be enrolled full time as a degree-seeking student for the fall 2021 semester.

For any other students there was an online application process, and students must have filed a 2021-2022 FAFSA.

Indiana University Purdue University Indianapolis signed and returned to the Department the Certification and Agreement and will use the applicable amount of funds designated under the CRRSAA and ARP (a)(1) program to provide Emergency Financial Aid Grants to Students.

The total amount of funds authorized March 29, 2021, from the Department pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students under the CRRSAA (a)(1) program is $10,459,673.

No Emergency Financial Aid Grants were distributed to students under the CRRSAA (a)(1) program as of March 30, 2021, the end of this quarterly reporting period.

The estimated total number of students at the institution that are eligible to receive Emergency Financial Aid Grants to Students under the CRRSAA (a)(1) program is 25,164.

As of March 30, 2021, no students have received an Emergency Financial Aid Grant to students under the CRRSAA (a)(1) program.

The methods used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under the CRRSAA (a)(1) program will be disclosed in the second quarterly report, posted by July 10, 2021.

At that time, any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants will also be disclosed.
